It’s hard to say without a picture. If the soil layer is thin, like rocky or in a place that’s wedged between a footpath and a stairway or in a pot, maybe the nutrients in the soil are all used up. I’d try fertilizing if that was the case. But you can also go ahead and split the plant. This’ll remove half the plants. Fill in the holes with fresh soil mix and that way all your remaining candy tufts will have fresh soil and more elbowroom to grow!
