Shrubs for privacy in hot/dry climate

What are the best shrubs/plants for growing along property lines to increase privacy (reduce noise)? I live in the Los Angeles area so its hot and dry most of the year. Thank you.
Hollies, junipers, and Oakleaf holly Shrubs are some of the best plants that provide excellent noise reduction.
I have a hedge of Crape Myrtles and another of Nellie R. Steven Hollies that do well in our 100+ degree days in Texas from July-September. However, the CMs are deciduous and would not reduce noise much during the winter months.
