Repotting or topdressing a kumquat tree

I have neglected to repot my 4-year-old kumquat tree and its leaves are now pale green, yellowing and falling off one by one. Can I repot it now, in August, with fruit on the tree, or should I topdress it with composted steer manure, or should I do something entirely different?
Hi cremple, well, late is better than never!
For citrus, it is important to not disturb the fruiting season too much. Those fruits drop at a whim, so anything drastic would trigger fruit loss. Note that it wouldn’t endanger the plant itself, so it just depends on whether you really want to keep the fruit or not.
If not, then go ahead and repot. It’s the best way to replenish nutrients and replace that old potting mix.
If you would like to have at least a few fruits this season, then go the route of fertilizer. As you suggest, steer manure as a topdressing would do a great job. Another alternative are the weedy teas, they work very well, too. And later in the season, say early next spring even, repot with fresh citrus soil mix.
