How to make sure that bamboo removal is done once and for all? I would like to replace it with flowering shrubs. Hoping to get some help here. Ty

If you would like to avoid weedkillers, you have to dig out all the root clumps with a spade. This takes a lot of muscle force and again patience because not all clumps could be taken at once.
I just hope that your bamboo isn’t overgrown yet otherwise you might need a troop of friends to help you out! Good luck!!
