Why does my Hebe not Flower it is growing strongly but 2 years no flowers?

I’m sure the community will help out shortly. For my part, I’d think perhaps the plant is lacking sun. Perhaps you could share a pic or two showing how your hebe is planted and describe what kind of light gets (morning sun or afternoon, etc). And if you know the variety, that might help out, too.
